Council reviews proposed CIP and a $2.486M carry-forward for land acquisition; major projects outlined

Town staff presented highlights of the proposed consolidated budget and capital improvement program (CIP), describing carryover needs, major project priorities and project timing for fiscal years 2026–2027.
Staff said the proposed consolidated budget increases by about $2.486 million to carry forward monies for land acquisition for properties under contract that will not close by June 30. The CIP remains the largest portion of the overall budget, with land acquisition, parks, stormwater, sewer and road projects among the top categories. Staff listed roughly $9.7 million tied to land acquisition and related projects in the multiyear plan.
Significant projects and notes presented by staff included completion phases for Buckwalter Place Multi-County Commerce Park, continuation of the affordable-housing project at 1095 May River beyond July 1, the New River Linear Trail (both phases) with a $2 million grant included in the budget (town’s share estimated at about $1.6 million), New Riverside Barn Park phase 2 (trail and disc golf), and replacement and expansion work at Oyster Factory Park including restroom expansion and a bulkhead design. Boundary Street engineering and construction was shown as a major upcoming project (approximately $3.359 million) along with an overhead-line conversion and streetscape plans for Calhoun Street.
Council discussed timing for easements, coordination with utilities (including Dominion), and the need to avoid overlapping streetscape work in business corridors. Staff also noted completed items being removed from the CIP list and specific funding for public-safety camera infrastructure and ADA facility improvements. The presentation closed with a reminder that the June 10 meeting will include the public hearing and second and final reading of the budget items.
