Thayne council adopts fireworks ordinance, signs sheriff MOU and approves hydrant meter bid

The Town of Thayne on Oct. 20 adopted a fireworks ordinance, approved a first reading of a personnel-administration ordinance, signed a memorandum of understanding for police coverage and approved multiple operational purchases and updates.
Councilmember Woolley moved and Councilmember Schwab seconded adoption of Ordinance 365 amending section 5-5 regarding fireworks and explosives on third and final reading; the council approved the ordinance with all ayes.
Mayor Devin Simpson introduced Ordinance 367, which would add Chapter 9 of Title 1 addressing town officers and employees, and asked the council to pass the ordinance on first reading with further review expected before final adoption. Councilmember Heward moved and Councilwoman Passey seconded approval on first reading; the motion carried with all ayes.
Mayor Simpson presented a Memorandum of Understanding with the Lincoln County Sheriff’s Office for police coverage in Thayne. Councilmember Woolley moved and Councilmember Schwab seconded to sign the MOU; the council approved the agreement with all ayes.
Public-works updates included a report from Town Engineer Robert Hood that paving is complete on the VanNoy Parkway reclamation project and a walkthrough is scheduled for Oct. 26. Councilman Heward reported a SCADA computer upgrade is estimated at about $47,000; Mayor Simpson said town staff are reviewing eligible ARPA uses for infrastructure and instructed staff to seek another bid because the total cost exceeds $30,000.
Councilmember Heward moved and Councilmember Schwab seconded acceptance of a Ferguson Waterworks bid of $2,884.30 for a fire-hydrant meter system that would meter and allow charging for hydrant water use; the motion carried with all ayes.
Other operational items approved included a roughly $8,000 replacement lawn mower to be ordered from Star Valley Ski Doo and authorization to spend up to $7,500 on Christmas decorations. Councilmembers also approved issuance of previously identified checks (amounts not specified in the minutes) and the monthly bills.
