Council approves two draw payments for Meadows at Star Valley, delays sewer-variance vote

The Town of Thayne on Oct. 20 approved two contractor draw requests for the Meadows at Star Valley subdivision while postponing a requested sewer-variance decision until specific lots are identified.

Doug Child, representing Meadows at Star Valley, asked the council to allow the developer to use an existing 6-inch sewer main that runs under the road to serve multiple lots rather than install separate 4-inch services for each parcel. The council agreed to postpone a formal vote on the variance until the exact lots that would receive the relief are identified and said it would vote on the variance at the next regular meeting with the understanding the town intends to approve it once parcels are specified.

Child also asked the mayor to sign two draw requests to release project funds. Mayor Devin Simpson reminded council members there is a $237,500 cash bond held at 125% of total project cost and reiterated the town’s past requirements that developers camera sewer lines and complete water testing before the town accepts infrastructure.

Councilmember Woolley moved and Councilwoman Passey seconded approval of a $61,200 draw for water work and a $35,235 draw for sewer work for Meadows at Star Valley Phase 1. The council approved the payments with all ayes; the approvals include the explicit caveat that the town will not accept responsibility for the infrastructure until the work is complete and sewer inspections (including camera work) are performed.

Doug Child asked the council to consider allowing the final plat to be approved without paving complete at a future meeting; council members said they would discuss that request at the next regular meeting.

The council’s action releases funds to the developer to pay contractors for completed work but preserves the town’s inspection and acceptance conditions designed to protect the town’s interests and ensure infrastructure meets town standards.
