Republic council adopts FC Critical Area ordinance, OKs library MOU and awards Patterson Park retaining-wall contract

The City of Republic council unanimously adopted Ordinance 2026-01, authorizing the city to implement the FC Critical Area Ordinance, during its regular meeting on March 16. The motion to adopt the ordinance passed on a motion by Council Member Marty Rugo, seconded by Council Member Heather Brice.

The meeting also advanced the city’s library project. Emily Burt of Friends of the Republic Library told the council the current library “serves over 3,000 people per year,” and said NEPA paperwork is nearing completion. On that basis, the council approved a memorandum of understanding with NCW Libraries to support a new library project, on a motion by Council Member Mari Jo Olsen, seconded by Marty Rugo; the approval was recorded as contingent on the city attorney’s review.

Council awarded the Patterson Park Retaining Wall Phase 2 contract to bidder Ron Ciais after he explained why the three lowest bids were non-responsive — council said those bids omitted additional fencing and did not include tax. The award was approved unanimously on a motion by Mari Jo Olsen, seconded by Loni Simone, for $76,226.40.

Routine business was handled at the meeting. The council approved the agenda at 5:00 p.m. and passed the consent agenda — which included minutes from March 2, 2026, payroll check #4445 for $831.15, and accounts payable checks #66083–66097 totaling $102,215.25 — on a motion by Liz Stinson, seconded by Marty Rugo.

Public comment included an offer of volunteer labor: Brittany Kersten, representing RYAC, asked whether a group of sophomores could assist with City clean-up projects on Earth Day, April 22, 2026, saying “the group will be available from 10:00 a.m. to 1:00 p.m.” Council approved a citizen request from Dean Bell to refurbish five donated concrete-and-wood benches, asking that they be painted brown to match the town’s theme.

Public Works Director Todd Cole reported that the water leak at Tessie and N. Jefferson has been repaired and praised the crew’s quick response. Clerk-Treasurer Nick Olsen said the full council packet and quarterly budget reports will begin to be posted with the agenda on the City website. The meeting adjourned at 5:33 p.m. on a motion by Liz Stinson, seconded by Mari Jo Olsen.
