The Village of Bentleyville Council on Aug. 21 approved payments for August totaling $173,803.48 and authorized a NOPEC-funded contract for electrical repairs at Village Hall, while tabling a proposed budget amendment and multiple roadway contracts amid funding and bidding questions.
Council first considered Ordinance 2024-35, authorizing payment of the month’s bills in the amount of $173,803.48. Councilmember Ryan Rubin moved to suspend the three-reading rule; Lisa Whitmyer seconded. After a roll call vote the motion carried unanimously and the ordinance was adopted.
Council then voted to authorize the mayor to enter into a contract with The Fowler Company to perform electrical repairs to Village Hall under a NOPEC grant. Council discussed whether the grant fully covered the work; Mayor Kathleen Hale confirmed the NOPEC funding would pay the cost. Rubin moved and Whitmyer seconded the suspension of readings and council adopted the resolution on a unanimous roll call.
Council tabled Resolution 2024-37 (a fiscal-year 2024 budget amendment) and Resolutions 2024-38 and 2024-39, which would have authorized contracts with American Roadway Logistics and Specialized Construction for paving/repairs. Council members raised questions about the Streets Fund balance, bid amounts that exceeded engineer estimates, and whether to amend the budget now or consider bids and funding at a future meeting. Each table motion passed unanimously.
Council President Ryan Rubin moved to adjourn at the close of the meeting; the motion carried by unanimous voice vote.
