The Monmouth Select Board moved through several routine and finance items at its June meeting, approving event permits, appointments, an equipment purchase and the May 27 fiscal warrant.
Catering permit: The board considered a catering permit for the Mammoth Fair. The police chief said he had reviewed the fair organizers' safety plan and was comfortable with the proposed controls; the board then made and approved a motion to authorize the permit.
Tax assessor appointment: The board appointed Donna Hayes as the town's tax assessor following the municipal ordinance change that created a single appointed assessor. A motion to appoint Hayes was made, seconded and approved.
UTV and TIFF funds: The board approved a proposal to purchase a UTV for the fire department. The proposal estimated the vehicle and related equipment at roughly $94,000; the plan recommended using about 60% from the town's TIFF (tax-increment financing) accounts (about $57,000) with the balance from the fire department equipment reserve. Board members asked questions about insurance, storage, towing responsibilities and the TIFF balance; the economic development committee had recommended the TIFF contribution.
Warrants: The board approved the fiscal year 25/26 warrant for May 27, 2026, which included multiple vendor payments and a late architectural/engineering invoice related to the Academy roof project. A board member noted that withholding payment on legitimate invoices could have legal or contractual consequences.
Appointments: The board also appointed Kristen Sandborn to the 1856 Academy Restoration Committee; one member abstained from that appointment vote, citing the issue's uncertain status.
The meeting included additional committee reports, public comment on voter registration problems and ongoing scheduling of committee and community meetings related to the Academy.
