Bay Minette City Council approves lodging-tax ordinance, disposes surplus vehicles and OKs restaurant alcohol license

The Bay Minette City Council met March 2, 2026, at City Hall and approved a series of ordinances and resolutions, including amendments to the city's lodging-tax code and the authorization of surplus-asset disposals.
Mayor Joshua O. Brown presided over the meeting. On the agenda, the council approved Ordinance 1064, amending Sections 6-151 and 6-152 of Chapter 6 of the Code of Ordinances regarding lodging tax. Councilmember Matt Franklin moved for approval on the ordinance's second reading; Mayor Pro Tempore Pete Sellers seconded and the motion carried unanimously.
The council also approved several resolutions. Resolution 0326-01 authorized disposal of a Police Department surplus vehicle (2006 Ford F-150, VIN 1FTPX14596FA); Councilmember Tyrone Thompson moved approval and Councilmember Chris Norman Sr. seconded. Resolution 0326-03 authorized disposal of a library surplus ACDI EZ-Vend coin operational (coin change) machine; Councilmember Mike Phillips moved approval and Councilmember Matt Franklin seconded. Both resolutions passed unanimously.
In a separate action, the council approved Resolution 0326-05 authorizing the State of Alabama Alcohol Beverage Control license for Big Mike's Steakhouse Bay Minette, LLC. Mayor Pro Tempore Pete Sellers moved the resolution and Councilmember Matt Franklin seconded; the vote was unanimous.
The council approved Resolution 0326-04, waiving the license rental agreement fee for the Men of the Coalition for the Douglasville School of Arts and Recreation to host a May Day event on May 2, 2026. That motion carried with four ayes (Mayor Pro Tempore Pete Sellers; Councilmembers Mike Phillips, Matt Franklin and Tyrone Thompson) and two abstentions (Mayor Joshua O. Brown and Councilmember Chris Norman Sr.).
Procedural business included approval of the minutes from the Feb. 18, 2026 meeting and approval of revised accounts payable for March 2, 2026 in the amount of $260,981.90; both motions passed unanimously. Mayor Brown postponed presentation of a Certificate of Achievement for the Baldwin County High School Theatre Department.
Mayor Brown announced that, because of city attendance at the National League of Cities conference, the next City Council meeting will take place Monday, March 23, 2026, with a work session at 5:00 p.m. and the council meeting at 6:00 p.m. No members of the public spoke during the citizens' comment period. The meeting was adjourned following a motion by Councilmember Mike Phillips and second by Councilmember Tyrone Thompson.
