The Board of Public Works and Safety voted June 15 to follow SIRPC’s recommendation to award home-inspection and radon-inspection services for the city’s owner-occupied rehabilitation program to DSA Home Inspections.
Ben from SIRPC summarized three proposals: two home-inspection bidders and three radon bidders. DSA’s combined approach — providing both radon testing and home inspections — was recommended to reduce homeowner confusion and coordination issues. The board agreed and approved awarding the service agreements to DSA.
Officials clarified how the $350,000 program funds will flow: the state OCCRA grant manager (via a grant-management system) must release funds per property contract; the city will not advance reimbursement funds on its own. Staff said OCCRA typically takes about three weeks to release wired funds after a draw is approved, and that the city will package draws (invoices) to minimize administrative overhead. The board asked that accounting and economic development coordinate on monitoring draws and disbursements.
The board moved and approved the recommendation; staff will route the contracts internally for final review and execution.
