Covington council approves emergency budget change and transfers funds to Fire/EMS

Covington — The Village of Covington approved two emergency ordinances during its Oct. 6, 2025 council meeting to adjust the village budget and cover shortfalls related to fire and emergency medical services.
Village Administrator Jordan Hodges told council that Ordinance 09-25 would modify revenues and appropriations for the 2025 fiscal year to allow necessary payments “from various funds” to keep the village operating. Council waived the three-reading rule on a motion by Councilmember Amy Welborn, seconded by Councilmember Dawn Duff, and then approved the ordinance on a motion by Councilmember Julie Blumenstock, seconded by Duff. All five present councilmembers voted yes; one member was absent.
Hodges said Ordinance 10-25 would transfer funds from the General Fund to the Fire/EMS Fund to pay the remainder owed under the village’s contract with Covington Fire and EMS after revenues came in lower than Miami County had anticipated. Council waived the three-reading rule for 10-25 on a motion by Jesse Reynolds, seconded by Welborn, and approved the ordinance on a motion by Dawn Duff, seconded by Reynolds. All present members voted yes. Both ordinances include language declaring an emergency.
The meeting record does not specify dollar amounts for either ordinance; the administrator described the transfers and appropriation adjustments only in general terms. The fiscal officer and administrator are responsible for implementing the budget changes recorded in the ordinances.
At the meeting, the consent agenda (including August financial and check reports and Sept. 15 minutes) also passed by roll call vote prior to the ordinances. The council later entered executive session on personnel matters and adjourned at 9:06 PM.
