Waynesville council holds first readings on flood-code update and $75 mayor’s-court fee

The Village of Waynesville held first readings Dec. 16 for two ordinances that address floodplain regulation and a Mayor’s Court fee.
The council introduced Ordinance No. 2024-051 to adopt Chapter 151 of the village code on special-purpose flood damage reduction, a change the village expects will align local rules with new Federal Emergency Management Agency requirements. Gary Copeland, the village manager and director of public safety, said he worked with Sam Beam to use an Ohio Department of Natural Resources model and that Mr. Forbes had reviewed the draft ordinance. Lyle Anthony moved for the first reading, and Mrs. Connie Miller seconded; the motion passed on a 4-0 roll call.
The council also held the first reading of Ordinance No. 2024-052, amending the village’s schedule of fees to add a $75 filing fee for pleas in absentia in Mayor’s Court. Mrs. Miller moved the first reading and Mr. Chris Colvin seconded; that motion also passed on a 4-0 roll call. The ordinance was presented at the magistrate’s request.
Both items were introduced at first reading only; the council did not conduct final votes Dec. 16. Additional readings or public hearings were not scheduled in the minutes. The measures will return in a future meeting for further consideration and any required subsequent readings.
