Barry County commissioners elect Geiger chair, Jackson vice chair; adopt rules and 2017 schedule

At its Jan. 3, 2017 organizational meeting in the Commission Chambers, the Barry County Board of Commissioners elected Commissioner Ben Geiger as chair and Commissioner David Jackson as vice chair, adopted the board’s 2017 rules and approved a revised 2017 meeting schedule.
Clerk Pamela A. Palmer called the session to order at 9:00 a.m., took roll and recorded the seven commissioners present: Vivian Conner, Ben Geiger, Howard Gibson, David Jackson, Dan Parker, Jon Smelker and Heather Wing. Commissioner Howard Gibson moved to approve the agenda; Commissioner Vivian Conner seconded, and the motion passed on an all-aye voice vote.
During nominations for chair, Commissioner David Jackson nominated Commissioner Ben Geiger; Commissioner Dan Parker seconded the nomination. A roll-call vote elected Geiger chair by a 6–1 vote: Geiger, Gibson, Jackson, Parker, Smelker and Wing voted aye; Commissioner Vivian Conner voted nay. Clerk Palmer then relinquished the meeting to Chair Geiger.
Chair Geiger opened nominations for vice chair. Commissioner Jon Smelker nominated Commissioner David Jackson; there were no further nominations and the motion carried on an all-aye voice vote. Commissioner Jackson was duly elected vice chair.
The board adopted the proposed 2017 Board Rules after Commissioner Jon Smelker moved to adopt and Commissioner Howard Gibson seconded; the rules were approved by unanimous roll-call vote.
On the meeting calendar, Commissioner David Jackson moved to approve the attached 2017 meeting schedules for the Committee of the Whole and the Board of Commissioners; Commissioner Jon Smelker seconded. Commissioners Heather Wing and Dan Parker moved to cancel the March 28, 2017 meeting because of a Michigan Association of Counties conference; Wing amended the motion to reschedule the meeting to March 27, 2017, and Commissioner Smelker seconded the amendment. The board voted to adopt the 2017 meeting schedules as amended by unanimous roll call.
During the limited public comment portion of the meeting, Rick Moore thanked the commissioners for their work and said he looked forward to working with the new board. Jim Brown reminded the board that the Lunch for Leaders event is Jan. 17, 2017 and said he plans to attend a meeting with a company about plastics recycling. Chrissy Dunlap and John Hook asked that the Relay for Life event be returned to the courthouse lawn.
There were no citizen appointments or reappointments to boards and commissions recorded at this session. The organizational meeting adjourned at 9:20 a.m. The minutes were approved on Jan. 10, 2017, per the clerk’s record.
