Council advances multiple economic revitalization resolutions, approves several contracts
Summary
During the same committee session the council introduced and voted to advance a set of declaratory resolutions designating economic revitalization areas and approved several construction and professional services contracts; most resolutions were moved with due-pass recommendations and several contracts were passed unanimously.
After the finance committee’s Anchor Resource Center discussion, the council considered a cluster of routine and economic-development items. Committee members introduced multiple declaratory resolutions under Indiana Code 6-1.1-12.1 designating Economic Revitalization Areas for properties tied to local industrial and commercial projects (R260615, R260617, R260619, R260621, R260623, R260625 and confirming companion resolutions). Those declaratory resolutions were moved for due pass and scheduled for final passage during the regular session or set for a public hearing on June 23, 2026.
The committee also approved several city utility and public-works contracts and professional services agreements that were read into committee and advanced to passage. For example, the SCADA Master Plan professional-services agreement with CDM Smith (S26-518) and plant maintenance contracts were among items that received affirmative committee votes.
On the declaratory resolutions grouped for final passage, the committee recorded a 7–1 vote in favor (one member opposed) on the packet of seven items read in committee. Those resolutions formally begin the statutory process to qualify these parcels for tax phase-in incentives subject to later compliance and public hearings.
What happens next: The designated resolutions and contracts will appear on the regular session agenda for final votes and, where required, public hearings on June 23, 2026; compliance filings (CF-1 forms) and follow-up reviews are scheduled as part of the ordinance process.
