Waynesville council adopts emergency salt-purchase agreement, renews insurance and holds first reading to cut park water fees

At its Feb. 3 meeting the Waynesville Village Council took three formal legislative steps.
Ordinance 2025-001, which would authorize a 50% reduction of water fees related to the Mary L. Cook Park, received its first reading on a motion by Mrs. Connie Miller with Mr. Zack Gallagher seconding; the roll call vote on first reading was recorded as 7 yeas. No final adoption was held; the ordinance will return for further consideration.
Council next considered Ordinance 2025-002 to authorize the Village Manager to enter into a contract with the Warren County Engineer's Office for purchase of road salt and declared the ordinance an emergency. Council voted to waive the two-reading rule, then moved to adopt the ordinance as an emergency; motions and roll-call votes were recorded and each passed 7-0, making the ordinance effective immediately.
The council then considered Ordinance 2025-003 to award the Village's property and liability insurance. Council waived the two-reading rule and adopted the ordinance on motions recorded in the minutes; the roll call vote was 7 yeas.
All three actions were unanimous on recorded roll calls. The minutes record motions, seconders, and roll-call outcomes for each ordinance.
