Williams County commissioners approve routine resolutions, contracts and budget adjustments

Williams County Commissioners approved a set of routine administrative measures and contracts at their Feb. 26 regular session, recording unanimous support from the two members present.
The board voted to approve the minutes from the Feb. 24 meeting and adopted the day’s agenda as amended after a request from Clerk Anne M. Retcher to add a Job and Family Services (JFS) item and a note on America 250. Commissioner Bartley E. Westfall moved each procedural resolution and Commissioner Scott A. Lirot seconded; the recorded vote for each carried with Lirot and Westfall voting yes and Commissioner Terry N. Rummel listed as Not Present.
The commissioners also approved payment of county bills. During that discussion, Commissioner Lirot asked follow-up questions about charges on airport-related invoices.
The board adopted Resolution 26-0119 to make supplemental appropriations: $72 moved into a Wellness Grant administration line, $4,900 for Hillside Country Living capital assets (furniture and fixtures) and $1,000 to Victim Assistance supplies. The clerk explained the wellness grant funds were higher than budgeted and the Hillside allocation will cover a planned shuffleboard-related purchase.
In separate votes the commissioners approved three IV-D contracts for 2026 with Job and Family Services under the Maximus IV-D program: a clerking services agreement for the Williams County Clerk of Courts not to exceed $76,758.22 (Jan. 1–Dec. 31, 2026); a domestic magistrate services agreement with Common Pleas Court not to exceed $27,294.98 (Jan. 1–Dec. 31, 2026); and a magistrate services agreement with Juvenile Court not to exceed $72,136.83 (Jan. 1–Dec. 31, 2026). Copies of the agreements will be kept on file with the respective courts and JFS.
Clerk Anne M. Retcher also reported ministerial items including a mortgage release filed by Maumee Valley on behalf of Kirk Okuly, a satisfaction of mortgage for Shirley Robinette and a JFS request to switch county fuel accounts. The board made no additional formal actions beyond noting those items.
The commissioners concluded the business on the consent and administrative docket and recessed before an invited presentation by Ohio State University Extension staff.
