Waterford Center fire‑alarm upgrade funded for design work; social services grants near completion

A staff member updated the CVE Steering Committee on a planned electrical and fire-alarm improvement at the Waterford Street Community Center, saying $122,000 from FY25 funds is allocated and will likely fund design and early steps but not the full scope of recommended work.
Staff said consultants provided two estimates: one that covers part of the alarm work and another that covers a more comprehensive set of improvements (including future sprinkler work). The staff member explained the likely approach will fund design now and continue toward sprinklers and further work as a longer-term objective: "This will likely fund the design portion of it... we're going towards this other goal of getting like sprinklers ... in the next 5–10 years."
On social services, staff reported FY22/23 reallocated funds supported two projects finishing this cycle: the Gardner Community Action Committee's Food and Heating Assistance Expansion served 458 people and upgraded refrigeration and freezer capacity while awaiting delivery of a new vehicle; the Montichus Veterans Outreach Center (MBA) served 66 veterans with food, clothing and mobility equipment and outings.
Staff also said the FY25 public social services provider meeting covered grant agreements, reporting, invoicing and monitoring. Most grant agreements are signed; St. Paul's project, which involves physical repairs to a retaining wall, was excluded from the group meeting and will be addressed separately because it must comply with Davis‑Bacon labor requirements before work begins.
Staff indicated the projects that have reallocated funds are expected to complete by the June 30 deadline and that staff will follow up with St. Paul's on construction-related compliance and documentation.
