Waterloo Local board approves personnel moves, contracts and policy updates

The Waterloo Local Board of Education, meeting in regular session, approved a series of personnel actions, contracts and policy changes Tuesday night, voting by roll call on motions that the superintendent presented.
Among the personnel votes, the board approved a step adjustment for an employee listed in the agenda as "Michael SLP" (step 14, effective Aug. 22, 2025) and accepted the resignation of Elizabeth Hayes from a Destination Imagination supplemental position for the 2025–26 school year. The board also accepted the retirement of teacher Tina Spellelman, effective Nov. 1, 2025, after 33 years of service; members offered public recognition and brief tributes before the roll-call approval.
The board authorized issuing substitute contracts for the 2025–26 school year contingent on state certification and approved supplemental coaching and extracurricular contracts for high-school and middle-school athletic positions for the coming year.
On policy matters, trustees reviewed revised Title IX procedures (first review) and approved a package of new and revised policies covering interdistrict open enrollment, student attendance, promotion/placement/retention rules, student discipline and other operational policies. The board discussed federal guidance prompting some Title IX language changes but took no final vote on Title IX at this meeting (it remained in the review phase).
Financial and procurement actions included approval of the September minutes and financial statements and a roll-call vote to approve a multi-year contract with a vendor listed as "Spark Cyber Neo" for the 2025–28 school years; a board member noted an abstention for a family connection. Trustees also approved school fees for 2025–26 and adopted new adult meal prices effective Oct. 14, 2025 (adult breakfast $2.95; adult lunch $3.55). The superintendent and treasurer emphasized that every student in the district currently receives free breakfast and lunch.
The board accepted a $1,500 donation from the Waterloo PTO to support the sixth-grade field trip to Camp Fitch and approved appropriation adjustments listed on the agenda. With no further business, the board adjourned.
