Sylvania council approves package of emergency ordinances expanding contracting authority, funds projects and sets CRA meeting

Sylvania’s City Council approved a slate of emergency ordinances on Tuesday that amend local administrative code to expand contracting authority for city leaders and greenlight several project expenditures and agreements.
Mayor Frye presided over the meeting. Councilmember Marcus Hansen presented Ordinance No. 23-2026 to amend Chapter 121 to give the mayor contracting authority; Hansen moved and Councilmember Doug Haynam seconded the emergency measure, which passed on a 6–0 roll call. Councilmember Shawn Murphy presented Ordinance No. 24-2026 to amend Chapter 129 to give the director of finance contracting authority; Murphy moved, Lyndsey Stough seconded and that ordinance also passed 6–0.
The council also approved a series of spending and procurement measures. Hansen presented amended Ordinance No. 16-2026 authorizing OHM Advisors to provide surveying and engineering services for the Heath Ditch Improvement Project and appropriating up to $40,650; the emergency ordinance passed 6–0. Councilmember Doug Haynam presented Ordinance No. 17-2026 approving the purchase of two Skadi Gold RTK GNSS units from Discovery Management Group for $27,070; that measure passed 6–0. Haynam also presented Ordinance No. 18-2026 authorizing an agreement with Cyvl, Inc. for an infrastructure management software system at $18,200; the ordinance passed 6–0.
Council approved an economic development consulting agreement with Middlesex Consulting, LLC for $18,000 (Ordinance No. 19-2026), and moved two related personnel-salary amendments—Ordinance Nos. 20-2026 and 21-2026—addressing compensation for the Municipal Planning Commission/Board of Architectural Review secretary. Ordinance No. 22-2026, authorizing and ratifying Then and Now Certificates, also passed as an emergency measure. All measures listed above passed by roll call votes of six yeas and zero nays.
On traffic matters, Councilmember Lyndsey Stough presented and secured passage of Ordinance No. 15-2026 to lower the maximum speed limit on Centennial Road; the ordinance passed 6–0. The council authorized administration to solicit Letters of Interest for design engineering services for the Alexis Road and Stewart Road Waterline Improvements Project, and it reappointed Councilmember Shawn Murphy to the Board of Trustees of the Sylvania Area Joint Recreation District for 2026 via Resolution No. 2-2026.
Councilmember Brian McCann gave a brief community update on the Sylvania Prevention Alliance, noting the group’s 40th anniversary and a Gala set for April 18; McCann summarized the group’s mission as “Strong Kids Equal a Strong Community.”
Procedurally, Council set a Finance Committee meeting for Monday, Feb. 2, 2026 at 6:00 p.m. in City Council Chambers to discuss expanding current Community Reinvestment Area boundaries. With business concluded, Council adjourned at 7:33 p.m.
What’s next: The Finance Committee meeting on Feb. 2 will be the next scheduled step on CRA boundary consideration; other items approved as emergency ordinances take effect as provided in each ordinance.
