Sylvania council approves multiple emergency ordinances, contracts, equipment purchases and hearing dates

At its Feb. 17 meeting the Sylvania City Council unanimously approved a series of emergency ordinances for downtown transportation work, resurfacing, utility easements, equipment purchases and fee schedule changes, and authorized solicitations and hearings; most votes were 7-0.
The Sylvania City Council on Feb. 17 approved a package of emergency ordinances and administrative actions covering transportation work, resurfacing, utility easements, equipment purchases and amendments to fee schedules.
On motions presented by council members, the body passed Ordinance No. 38-2026 (Change Order No. 2 with Helms & Sons Excavating for Downtown Transportation Improvements Phase 1, increasing the contract by $167.75) and Ordinance No. 39-2026 (accepting American Structurepoint, Inc.'s proposal for construction management services for Downtown Transportation Improvements Phase 2, appropriating up to $244,764). Ordinance No. 40-2026 approved Change Order No. 2 (Final) with Henry W. Bergman, Inc. for the Silica Drive/Summit Street/Erie Street Resurfacing Project, decreasing that contract by $72,286.58. All three ordinances passed as emergency measures on unanimous 7-0 roll call votes.
Council also accepted an easement for a public water main at 5820 Stewart Road (Ordinance No. 41-2026); approved purchases of a Grasshopper 725DT lawnmower for $20,382.95 (Ordinance No. 42-2026), a Yanmar SV100-7 mini excavator for $153,250 (Ordinance No. 43-2026), and a Felling FT-40-2 trailer for $39,696.40 (Ordinance No. 44-2026). Ordinance No. 45-2026 amended tow and storage fees and Ordinance No. 46-2026 amended the city's Rate and Fee Schedule; both passed 7-0.
Council authorized Letters of Interest solicitations for a Facilities Master Planning Study, design engineering services for Central Park/Garden Park/Rosewood Place waterline improvements, and a website redesign; it also authorized posting obsolete equipment from several departments for auction on GovDeals.com. Council approved Ordinance No. 47-2026 ratifying various insurance and software agreements; Council member Lyndsey Stough temporarily pushed back from the table due to a possible conflict of interest and later returned. The council set a public hearing for two zoning petitions (SUP-1-2026 and SUP-2-2026) on April 6, 2026 at 6:00 p.m. and approved a liquor-permit transfer without a hearing.
All roll call votes reported in the minutes were unanimous where recorded; several items were approved as emergency measures. Council adjourned at 8:02 p.m.
