Sylvania Council approves emergency ordinances, OKs $60,000 fireworks contract and schedules committee reviews

The Sylvania City Council on April 20, 2026, approved a slate of emergency ordinances and administrative actions and set several committee meetings, voting unanimously on each measure.
Councilmember Mary Westphal presented Ordinance No. 76-2026 to authorize agreements with a head teacher, teachers and aides for the Sylvania Safety City Program conducted by the Sylvania Division of Police and moved for its passage as an emergency measure; Council approved the ordinance on a 7–0 roll call. Councilmember Westphal also presented Ordinance No. 78-2026 to authorize execution of Then and Now certificates and payment of amounts due for various purchase orders; that measure passed on the same unanimous vote.
Councilmember Marcus Hansen presented Ordinance No. 77-2026, authorizing an amendment to the city’s agreement with engineering firm Fishbeck for additional professional services on the Elden Ditch Watershed (Phase 2) Project, increasing the proposal by $18,530; Council adopted the ordinance as an emergency measure by a 7–0 vote. Councilmember Brian McCann presented Ordinance No. 79-2026 accepting Workspring’s training proposal to provide wellness independent programming for the City of Sylvania in 2026, appropriating $2,400; it passed 7–0.
McCann also presented Ordinance No. 80-2026 authorizing an agreement with American Fireworks Company for the July 3, 2026 Independence Day fireworks display at Centennial Terrace and Quarry. The ordinance approves a $60,000 contract and authorizes a 50% deposit due June 1, with the deposit to be shared by the City, Sylvania Township, the Sylvania Area Joint Recreation District and area businesses; Council approved the ordinance unanimously.
A letter from the Chief of Police requesting approval to place a 2015 Land Rover (Range Rover) on GovDeals.com for auction was placed on file and approved by Council by unanimous vote. Separately, Council set a Committee of the Whole meeting for May 4, 2026, at 6:00 p.m. to discuss Proposed Ordinance No. 75-2026 (police policies) and Proposed Resolution 4-2026 and referred those items to the Committee of the Whole.
Council also set a Parks & Forestry Committee meeting for May 4 to discuss the Green Yard Waste Program and agreed to move the Lemonade Day agenda item to the May 18 Council meeting. The meeting adjourned at 7:27 p.m.
Votes and movers: Ordinances 76, 77, 78, 79 and 80 were introduced, moved and seconded on the floor and each passed on a roll call vote of Westphal, Haynam, Murphy, McCann, Stough, Hansen, Richardson (7 yeas, 0 nays).
