Sylvania council approves resurfacing contract and a string of emergency ordinances

The Council of the City of Sylvania on Feb. 2, 2026 approved a package of emergency ordinances covering road work, equipment purchases and utility payments.
Council member Patrick Richardson presented and the council adopted Ordinance No. 26-2026, accepting the bid of Helms and Sons Excavating and awarding the Convent Boulevard and Little Road Resurfacing Project contract for $530,158.25. "Accepting the bid of Helms and Sons Excavating and awarding the contract for the Convent Boulevard and Little Road Resurfacing Project" was read into the record as the ordinance title.
Council also approved Ordinance No. 27-2026, accepting American Structurepoint, Inc.'s proposal to provide construction management services for the Pedestrian Hybrid Beacon Project with a not-to-exceed amount of $100,073; Ordinance No. 28-2026, awarding professional surveying and engineering services for Monroe Street resurfacing to Feller Finch & Associates for $25,900; and Ordinance No. 29-2026, authorizing the purchase of a Utility Tracer and leak detection unit from Utility Technologies, LLC for $28,965.
In addition, the council passed Ordinance No. 30-2026 to amend Chapter 303 of the Traffic Code; Ordinance No. 31-2026 to appropriate $407,803.92 for the City's portion of note payments to the Lucas County Water Resource Recovery Facility; Ordinance No. 32-2026 approving a banner application for Sylvania Schools; Ordinance No. 33-2026, which adds Chapter 110 to the Codified Ordinances establishing a change-order procedure; and Ordinance No. 34-2026, authorizing a customer supply agreement with Archer Energy for natural gas service beginning in June 2026.
Council also approved Ordinance No. 35-2026, authorizing a customer supply agreement for electric energy, and Ordinance No. 36-2026 accepting WorkSpring's proposal to provide professional human-resources consulting for 2026. All of the listed ordinances were passed as emergency measures by unanimous roll-call votes as recorded in the meeting minutes.

The council also authorized administration to begin Letters of Interest solicitation for design-engineering services for the Monroe Street Waterline Improvements Project (Silvertown Drive to Whiteford Road) and set a Parks & Forestry Committee meeting for Feb. 17, 2026 at 5:30 p.m. to continue discussion of the Green Yard Waste Program. The meeting adjourned at 8:50 p.m.
