Council approves special-use permits for Ability Center campus expansion and parking

Doug Haynam reported on the public hearings held earlier that evening for SUP 1-2026 and SUP 2-2026 involving the Ability Center of Greater Toledo. At the council meeting on April 6, Haynam presented two ordinances derived from those hearings.
Ordinance No. 73-2026 grants a special-use permit to permit renovations and additions to the Ability Center campus at 5605 Monroe Street; the application was filed by Ash Lemons, Executive Director of the Ability Center of Greater Toledo. Haynam moved and Shawn Murphy seconded passage as an emergency measure; the roll call recorded five yes votes (Hansen, Haynam, Richardson, Murphy, McCann) and the motion carried. Lyndsey Stough had been allowed to push back from the table due to a conflict of interest and did not participate in the vote.
Ordinance No. 74-2026 grants a special-use permit for a parking area and driveway for the Ability Center campus at 5023 Skelly; Haynam presented the ordinance, which was moved, seconded and carried by roll call with the same voting outcome.
Both measures were adopted as emergency ordinances and advance the Ability Center’s plans for campus renovations and parking improvements. The ordinances were submitted on the application of Ash Lemons and recommended by the Municipal Planning Commission. No additional conditions or appeals were recorded during the meeting.
