Valley View council approves ODOT agreement for Fosdick Road bridge replacement with federal grant

The Village of Valley View’s council voted unanimously Dec. 22 to authorize local‑public‑agency agreements with the Ohio Department of Transportation to replace the Fosdick Road bridge over the Erie and Ohio Canal.
Engineer Sciano told council the village secured a federal grant that will cover roughly 90% of construction costs and said the grant is “in excess of 1.9 million dollars.” Sciano said the replacement structure will be wider so semis can make the turn without striking the side wall and will include a sidewalk to connect Murray/Fosdick Road residents to the towpath. He described the project as a federal‑program opportunity that requires the village to follow federal design and procurement rules.
Sciano also outlined property and right‑of‑way arrangements to expedite the project: Cleveland Metroparks will donate property to the village and Valley View Holdings (the Dalad Company) agreed to donate a small parcel that was missed in earlier right‑of‑way conveyances, avoiding ODOT appraisal and negotiation steps that Sciano said often cost $10,000–$20,000 per parcel. Council suspended the rules and passed Resolutions 2025‑12‑17 and 2025‑12‑18 by a 5–0 vote.
Engineer Sciano framed the project as a significant infrastructure improvement funded primarily by federal dollars; the council gave the mayor authority to enter necessary agreements and easements to move design and right‑of‑way work forward.
