Valley View council approves series of appointments, adopts budget amendment

The Village of Valley View council on Dec. 2 approved a package of personnel appointments and an amendment to the 2025 appropriations, actions officials said position the village for the coming year.
Mayor Matt March presided over the meeting and introduced ordinances to confirm several department and administrative appointments. Council voted unanimously on each measure. "Glenn comes to us with ten years of law enforcement experience," Police Chief Niro said in describing Glenn Lucore, whom the council appointed as a full-time police officer through the lateral transfer program; Mayor March then administered the oath of office to Lucore.
The council also approved Ordinance 2025-12-3 to employ David A. Lambros as solicitor/law director and confirmed appointments of Larry Ellis as building commissioner, Rachel Sprouse as clerk of courts and clerk of the police department, Tim Harter as street commissioner/service director, and Todd Von Ville as recreation director. Council members suspended the rules to place each ordinance on third and final reading before voting.
Clerk/Treasurer Mary Snyder presented the village statement of cash for the period ending Nov. 30, 2025. Council then passed Ordinance 2025-12-8, an amendment to the village appropriations for the fiscal year ending Dec. 31, 2025; that ordinance was read, placed on third reading and approved by unanimous roll call.
