Worcester subcommittee files revised parks alcohol policy for broader review

The Worcester City Council subcommittee on Veterans Memorials, Parks, and Recreation on Monday heard a presentation on a revised parks alcohol policy and voted to file the informational communication so the administration can continue implementation and monitoring. Commissioner Rob Antonelli said the policy has been approved twice by the parks commission and includes a “sunshine clause” for review in the fall of 2027.
Antonelli told the committee the policy applies only to a limited number of facilities where events are typically held — he listed Institute, Elm Park, Green Hill and the Common as examples — and stressed that the change is intended to reduce bureaucratic steps for event organizers while preserving public-safety oversight. “We don’t manage the alcohol piece. That is really a functionality of the license commission and Worcester PD,” Antonelli said, adding that event organizers still must obtain event or sports permits and follow license-commission rules.
The commissioner said the parks department has been working with the license commission to set full implementation details and has received a number of requests so far. He described the policy as intentionally limited at first to allow a year-plus of operational testing and refinement: “There is a so-called sunshine clause on this from the parks commission side where we’re going to review it again in the fall of ’27 to give us a good year…to see what works, what doesn’t.”
Councilors asked whether permits could be sought for other park areas (for example, the Channing Street side of Green Hill Park), and Antonelli said most events are expected to be held near the main pavilion or large parking area rather than on peripheral edges of parks. The committee voted to file the informational communication; the roll call recorded Councilors Bellata, Rivera and Chair John Frasola voting yes.
The file action does not itself change policy; it moves implementation work forward and schedules the formal review called for by the parks commission.
