Plain City Council approves annexations, fee and wage updates, and emergency refuse ordinance

At its Dec. 8 meeting the Plain City Council unanimously approved two annexation ordinances, four resolutions on campground/rental/wage matters, an amended refuse ordinance adopted as an emergency, and a planning fee schedule update.
Plain City Council voted unanimously on several ordinances and resolutions at its Dec. 8 meeting, approving two annexations, multiple fee-and-policy changes, and an emergency amendment to refuse and garbage collection rules.
Council approved the second readings and final passage of Ordinance 45-2025 (annexation of about 62.197 acres on Converse Huff Road) and Ordinance 46-2025 (annexation of about 81.423 acres on Converse Huff Road) after motions and seconds; both measures passed by unanimous vote.
The council also approved second readings and passage of Resolution 54-2025 (amending Pastime Park campground rates), Resolution 55-2025 (amending campground rules), Resolution 56-2025 (amending village facility rental rates), and Resolution 57-2025 (amending the employee wage scale). All four resolutions passed unanimously following formal motions and seconds.
On new business, the council introduced Ordinance 48-2025 (amending Chapter 1177, Architectural Design Standards) at first reading; no final vote occurred on that ordinance. Council waived the second reading of Ordinance 49-2025 (amending Chapter 951, refuse and garbage collection), approved it, and declared it an emergency by unanimous vote. Council likewise waived the second reading of Resolution 58-2025 (amending the planning and zoning fee schedule) and approved it.
Motions recorded in the minutes show the following procedural sponsors: J. Sintz moved to approve the Nov. 24 minutes (seconded by T. Harriman); M. Terry and others moved/seconded the annexation ordinances and other items as noted in the official minutes. The meeting minutes record that all votes on these items were "All in favor."
