Plain City staff seeks committee to guide Parks Master Plan; RFQ closes Jan. 12

Village Administrator Haley Lupton told the Plain City Council on Jan. 7 that the request for qualifications (RFQ) for professional design services for the Parks Master Plan has been advertised and is scheduled to close on Jan. 12, 2026.
Lupton said that after the RFQ closes a review committee will evaluate responses and provide information to Council to select a consultant. She outlined two options for local oversight of the project: an informal advisory committee like the comprehensive plan update advisory board, or a formal committee of Council. Council by unanimous consent agreed to form a formal committee of Council and staff will prepare the necessary legislation and documents for a first reading on Jan. 12, 2026.
Councilmember Michael Terry recommended the committee include two Councilmembers, two members of the Parks and Recreation Committee, and representatives from at least three community stakeholder organizations; Mayor Jody Carney and staff mentioned the Plain City Area Ball Association (PCABA) and the Jonathan Alder Soccer Association (JASA) as possible stakeholders. Mr. Terry said he expects the council committee to operate for roughly 12 months, contingent on the consultant's project schedule.
Clerk Justin Dreier and Administrator Lupton said staff will research whether the committee should be formed by legislative action or a formal motion and will present the documents at the Jan. 12 meeting. The committee's initial scope, as described by staff, will focus on TBD Park and Pastime Park.
