Versailles council adopts rezoning ordinance, approves emergency pay-table update and engineering contracts

The Versailles Village Council on Nov. 13 unanimously adopted Ordinance No. 24-40 rezoning multiple properties, approved an emergency revision to the hourly pay table (Ordinance No. 24-55) and authorized engineering contracts for a water-tower coating project and review of a proposed BrightSpeed fiber attachment to village poles.
The Versailles Village Council unanimously adopted Ordinance No. 24-40 on Nov. 13, 2024, rezoning multiple properties within the village and approved several administrative measures and contracts during a regular meeting at the Fire/EMS Facility.
Attorney Matthew Pierron read Ordinance No. 24-40 by title for its third reading. Council member Paulus moved to have it read by title only, seconded by Council member Weaver; Council member Steinbrunner moved to adopt the ordinance, seconded by Council member Shaffer. The motion carried with all members voting in favor.
Council also declared Ordinance No. 24-55 — which revises and adopts an updated Hourly Employees Compensation Table — an emergency measure, suspended the rules and approved the ordinance at the same meeting. The emergency declaration and suspension of rules were moved by Council member Paulus and seconded by Council member Shaffer; the adoption motion was recorded as moved by Council member Steinbrunner and carried unanimously.
The council read Resolution No. 24-56 (revisions to the Village Personnel Policy Manual) for its first reading. Separately, Resolution No. 24-57 designating the Village Administrator as the Village’s representative to the Board of Trustees of American Municipal Power, Inc. was declared an emergency, advanced for second and third readings and accepted by unanimous vote.
Council authorized two engineering contract actions: authorization for the Village Administrator to contract for professional engineering services for the Terry Street Water Tower interior coating project (motion by Council member Paulus, seconded by Council member Dieringer) and authorization to contract for professional electrical engineering services to review a proposed BrightSpeed fiber-optic network attaching to Village-owned utility poles (motion by Council member Shaffer, seconded by Council member Steinbrunner). Both motions carried with unanimous votes.
Council scheduled a public hearing on the Village’s 5-Year Capital Improvement Plan for Tuesday, Nov. 26 at 6:30 p.m. and later entered executive session at 7:26 p.m. to consider public employee hourly and salary compensation for 2025; the council reconvened at 7:44 p.m. and Mayor Todd M. Dammeyer stated that "no decisions had been made." The meeting adjourned at 8:08 p.m.
What happens next: The rezoning ordinance is now adopted; council will hold the CIP public hearing Nov. 26 and will proceed with the authorized engineering agreements per staff recommendation.
