Council adopts two ordinances, takes up several first readings

Versailles Village Council adopted two ordinances and conducted multiple first readings at its Oct. 9 meeting.
The council adopted Ordinance No. 24-44, which establishes procedures and an application for street-side handicapped parking in the village. Village Attorney Tom Guillozet read the ordinance by title for its third reading; Mr. Paulus moved to adopt and Mrs. Dieringer seconded. The motion passed with all yeas.
Fiscal Officer Kathy Ording explained Ordinance No. 24-46, an interest allocation policy that specifies how investment earnings are credited to various funds. Council declared the ordinance an emergency, suspended rules to allow second and third readings at the same meeting, and then adopted it after a motion by Mr. Steinbrunner and seconded by Mr. Griesdorn; the vote was all yeas.
Guillozet also read by title the first reading of Ordinance No. 24-40, a rezoning measure covering multiple properties; and read Resolution No. 24-45, designating public depositories and awarding active public monies. Both were first readings only and require further council action before adoption.
At the start of the meeting, council approved the consent agenda, which included approval of the Sept. 25 regular meeting minutes and the Oct. 9 list of expenditures. The consent vote carried with all yeas, though Mr. Paulus and Mrs. Dieringer recorded abstentions specifically on the minutes.
The council also approved non-legislative schedule changes, moving the Nov. 27 meeting to Monday, Nov. 25, and the Dec. 25 meeting to Monday, Dec. 23.
