Village Administrator Kyle Francis presented the Sawvel & Associates water and sewer rate study and its multi-year recommendations.
Francis said the study recommends a 10% increase in water rates and a 4% increase in sewer rates for the next year to help address recent capital projects and planned improvements; he cited ongoing debt service on the AMI Meter Reading/Information System, ongoing payments related to the Kettler property purchase at Reed/Day Rd., and anticipated water treatment and wastewater plant projects as drivers for the recommendation.
Mrs. Dieringer moved to have legislation prepared for the recommended water and sewer rate increases; Mr. Weaver seconded. The roll-call vote was Mr. Paulus – Yea, Mr. Griesdorn – Yea, Mrs. Dieringer – Yea, Mr. Weaver – Yea, Mr. Steinbrunner – Yea, Ms. Shaffer – Nay. The motion passed 5–1.
Francis said the study is intended as a multi-year plan and that the recommended increases would enable the Village to proceed with engineering and planning studies that will refine project scope and cost estimates. The studies will then inform a forward-looking rate structure addressing both operations and capital needs.
