Versailles council backs purchase of banner arms to expand Veterans Banner displays

Mayor Todd M. Dammeyer opened the public hearing and the council heard a presentation from members of the Versailles Vets Club about the Veterans Banner program.
Tim Wagner of the Versailles Vets Club described the program’s growth and told council that "they have 116 banners up on display right now" and that the club recently had ten additional banners made that currently lack banner arms. Wagner asked whether the Village could provide additional banner arms and signaled ongoing interest from families requesting new banners.
Village Administrator Kyle Francis explained the program’s display schedule, which has been coordinated by Village Administration and the Vets Club since 2019: banners are normally installed around the first week of July and removed after Veterans Day in November, though exact placement can shift due to critical electric projects or outages. Francis said the Village recently installed new metal street light poles on Greenlawn Ave. and identified additional metal poles on Progress Way and in the 700–800 block of E. Main St. where arms could be added, yielding roughly 25 new poles and space for about 50 additional veterans on double-sided banners.
Francis provided a Village estimate for the cost of the additional banner arms of $2,681.82; he noted that the estimate does not include Village labor or equipment costs and said that the Village Electric Department handles all banner change-outs. Council members asked logistical questions—how long change-outs take and when the Vets Club would be notified of placement dates—and Francis said a schedule provided to the club in 2019 would be re-sent.
Club members requested permission to display Veterans Banners at the N. West St. bridge over Swamp Creek during Memorial Day weekend; representatives said there had been prior conversations with Poultry Days about replacing event banners in that area. Council members voiced their support for the Village to purchase the required banner arms and for banners to be displayed at N. West St. near Swamp Creek for Memorial Day events.
Looking ahead, the Vets Club and Village will coordinate scheduling and placement; the Village estimate for banner arms (excluding labor) is $2,681.82 and the Village will need to account for labor and equipment when budgeting or authorizing a purchase.
