Plain City council approves appointments, ordinance and three resolutions; enters executive session

At its Jan. 12 meeting, the Plain City Council approved a series of appointments, adopted an ordinance and passed multiple resolutions in a set of largely uncontested votes.
Appointments and committee assignments Mayor Jody Carney proposed moving Council President Tyler Harriman from the Economic Development Committee to serve as the village’s representative on the US‑33/SR‑161 Corridor Group. Councilmember Michael Terry moved to remove Harriman from the Economic Development Committee and to appoint him to the corridor group; the motions were seconded and passed by unanimous consent.
Council also appointed Jim Eudaily to the Economic Development Committee and named him the alternate representative on the PVJFD Fire Board; those motions passed by unanimous consent.
Ordinance and resolutions Council considered and approved the second reading of Ordinance 48‑2025, which amends Chapter 1177 (Architectural Design Standards for Commercial or Multi‑Family Development) of the planning and zoning code. The motion to approve was made by Council President Tyler Harriman, seconded by Councilmember Jim Eudaily, and carried unanimously.
Council introduced Resolution 01‑2026, authorizing the execution of a contract with GovDeals, Inc. for internet‑based auction services (first reading). Council also waived the second reading and approved Resolution 02‑2026 (authorizing trade‑in of village property), waived the second reading for Resolution 03‑2026 and then approved Resolution 03‑2026 (authorizing the Village Administrator to purchase equipment through the Ohio Department of Administrative Services cooperative purchasing program), and established the Parks Master Plan Committee by passing Resolution 04‑2026. Each listed motion passed by unanimous consent.
Executive session and adjournment Council moved into executive session at 7:31 P.M. under Ohio Revised Code Section 121.22(G)(8) to consider confidential information related to an applicant for economic development assistance. Staff and the village financial advisor attended. The session ended at 8:21 P.M., no additional business followed, and the meeting adjourned at 8:22 P.M.
