Plain City planner outlines comprehensive plan update; public open house set for Jan. 28

Planner Kyle May of MKSK Studios presented an update on Plain City's comprehensive plan revision on Jan. 12, outlining progress, community themes and next steps.

May said the project has completed a conditions and trends assessment and an initial round of community engagement that included an open house, online outreach and stakeholder interviews. The update has produced draft vision statements and planning pillars intended to guide land‑use decisions, prioritize infrastructure investments and prepare the village for an eventual transition to city status in 2030.

May summarized recurring themes from public engagement: preserving agricultural land, expanding recreational and gathering spaces, improving connectivity and mobility, managing housing development, increasing local services and amenities, protecting natural assets, balancing growth with preservation, and building on Uptown momentum. He said the team will include key progress indicators (KPIs) to help measure outcomes once the plan is adopted.

Councilmembers praised the plan framework while urging focus on actionable, feasible items. Councilmember Michael Terry asked that the document explicitly note which objectives the village cannot accomplish without actions by other jurisdictions or private property owners. Mayor Jody Carney and Mr. Terry emphasized the importance of public education about annexation and the limits of municipal authority. Mr. May said additional presentations and community engagement will take place and reminded the public that the next open‑house style meeting is Jan. 28 from 5 to 7 P.M. at the Municipal Building. The plan is expected to be completed in spring 2026.

The presentation was informational; no vote or formal Council action on the plan occurred at the Jan. 12 meeting.
