Plain City weighs sidewalk repairs on South Chillicothe Street versus library area

Village Administrator Haley Lupton summarized results from year one: the program completed 99 repairs totaling 2,528 square feet, including work on Buggy Whip Lane, and identified 106 additional sites for repair in Zone 2. She said the program's 2026 budget includes $25,000 and presented two options for spending the remaining funds: repair sidewalks in front of the Plain City Library or use funds on deteriorated segments of South Chillicothe Street and parts of West Avenue, which are in Zone 3.
Lupton advised caution about repairing the library frontage because planned streetscape improvements in that area are expected within three to five years and could lead to rework. She recommended prioritizing the South Chillicothe/West Avenue option but sought Council input.
Council President Tyler Harriman and Councilmember Toni Arnold both expressed support for prioritizing South Chillicothe Street and West Avenue given the condition of sidewalks there. Councilmember Michael Terry advocated increasing the program's annual budget by $5,000 to $10,000 to accelerate repairs to older sidewalks. Councilmember Aaron Lewis urged that additional repairs on South Chillicothe Street be included if funds allow. Councilmember Jamey Sintz asked how brick sidewalks would be handled; Lupton said she would consult property owners and report back.
The discussion did not produce a final, binding change to the budget during the meeting; Lupton said she would investigate the possibility of adding funds and return with follow-up information.
The item remains a Council direction/discussion rather than a formal action: no ordinance or resolution changing the budget was adopted on Jan. 12.
