Versailles council adopts multiple emergency-read personnel and compensation measures, emergency operations plan and $35,124 equipment purchase

Mayor Todd M. Dammeyer called the Versailles Village Council to order Dec. 11 and the council moved quickly through a series of ordinances and resolutions affecting staffing, compensation and emergency planning.
Council adopted Resolution No. 24-56, enacting revisions to the Village Personnel Policy Manual, after a third reading and unanimous vote. Village Attorney Tom Guillozet read several items by title and council members used emergency declarations and rule suspensions to accelerate action on personnel and compensation measures.
Ordinance No. 24-60, establishing salary and benefits for Joshua J. Bolin as police chief, was declared an emergency, given immediate second and third readings and approved unanimously. Council similarly declared emergencies, suspended the rules and approved Ordinance No. 24-61 (an updated Hourly Employees Compensation Program) and Ordinance No. 24-62 (a compensation plan for part-time hourly employees).
The council also approved Resolution No. 24-63, adopting an updated Emergency Operations Plan for the Village. All votes recorded at the meeting were unanimous “yea.”
Council approved a $15,000 pledge to the Darke County Economic Development Partnering for Progress Program for 2025 and authorized the purchase of two Cooper Nova AST reclosers from Power Line Supply/Cooper Power Systems at a cost of $35,124; the administrator said funds for that purchase remain available in the 2024 budget.
After an executive session on public employee hourly and salary compensation, the council approved the 2025 compensation program for Emergency Medical Services personnel and directed that legislation be prepared with an effective date of Jan. 5, 2025.
What happens next: ordinances and resolutions adopted under the emergency declarations were read by title during the meeting; staff will prepare any implementing legislation and administrative steps referenced by council motions.
