Village administrator outlines road closures, paving, waterline work and planned outages

Village Administrator Francis told council that a CSX railroad crossing will close Sept. 9 for about two weeks, Wagner Paving has started the 2024 street maintenance project, the North Central Waterline Improvement water main work is complete and the village plans a water-plant shutdown Sept. 14 and a brief power outage Sept. 15 for utility work.
Village Administrator Francis told the Versailles Village Council on Aug. 28 that several near-term infrastructure projects and utility outages will affect village streets and services in September.
Francis said CSX’s traffic-control contractor requested closure of the N. West St. (SR 47/SR 185) railroad crossing for about two weeks beginning Sept. 9; a detour route outside the village will be posted and the contractor has submitted the detour to the Ohio Department of Transportation. Wagner Paving began the Village’s 2024 Street Maintenance Project Aug. 26, with asphalt milling completed on portions of Fairview Ave. and W. Main St. and ongoing milling/repairs on N. Center St./Reed Rd. Asphalt placement began Aug. 27 and mainline paving was expected to be complete by the following Wednesday, subject to schedule.
Francis reported the North Central Waterline Improvement Project is complete for water main and service work; asphalt trench repairs and lawn restorations are underway. He said Shinn Bros. has begun concrete repair work in the project area and that asphalt patching was performed Aug. 27 on the parking/drive area south of the administration building.
Plant operations updates included a planned water-plant shutdown on Sept. 14 to replace a clarifier main bearing; the plant will not treat water during that work and staff will coordinate with large water users. Francis also announced a planned electrical outage the morning of Sept. 15 between 5:00 a.m. and 6:00 a.m. so linemen can disconnect power leads to allow a new pole installation tied to the Midmark Plant C expansion; a follow-up outage later in September will be needed to reconnect.
Other items Francis reported: installation of new metal light poles along Greenlawn Ave.; a new 1,500 kVA transformer set to service a commercial facility at Dew Fresh Farm; construction of a Village-only asphalt/concrete debris storage area for future crushing and reuse; and plans to mark and replace several downtown streetscape trees this fall because of damage, disease and root impacts. Barrett Paving Materials, Inc. will reimburse the Village $12,676.42 for out-of-spec asphalt used on the Homer St./E. Wood St. reconstruction project; the Village will monitor the surface for any deficiencies.
Fiscal Officer Kathy Ording reported the Village received Ohio Emergency Management Agency funding of $2,466.70 for 75% of eligible Police and EMS costs related to the Eclipse 2024 incident. Francis said the former water treatment plant demolition is pending a final state grant agreement; environmental work would follow receipt of that agreement.
The Village plans to notify affected residents in advance of road and service interruptions; the N. East St. Reconstruction Project is expected to begin in the third or fourth week of September, with start-date notices to nearby residents.
