Waite Hill council adopts ordinance to join ODOT winter salt contract, approves payment resolution

The Waite Hill Council on April 13 adopted Ordinance No. 2026-6 authorizing the village to participate in the Ohio Department of Transportation winter contract (018-27) for bulk road salt for the 2026–2027 season and declared an emergency to allow same-day adoption. The council also approved Resolution No. 2026-5, authorizing payment of certain sums.

Karl Scheucher moved to suspend the rule requiring three separate readings of ordinances so the salt-contract ordinance could be adopted immediately; the motion was seconded by Stephanie Winterer and passed by roll call. Brian Doty then moved to adopt Ordinance No. 2026-6, seconded by Abby Hiltsley; the ordinance was adopted by roll call (Yeas: Bowden, Doty, Hiltsley, Scheucher, Talty, Winterer). Earlier, Scheucher moved adoption of Resolution No. 2026-5, which Doty seconded; that resolution was likewise adopted by roll call with the same affirmative votes.

The ordinance authorizes participation in ODOT contract 018-27 for the bulk purchase of road salt for the 2026–2027 winter season. Council members did not record debate about the ordinance’s operational details in the minutes; the motion record and roll-call votes are recorded in the meeting minutes.

Ordinance No. 2026-5 (an amendment to plan submission requirements in the Planning and Zoning Code) was taken up for second reading at the meeting and referred to the Planning and Zoning Commission; a public hearing is scheduled for May 11, 2026.

The meeting recessed to executive session later in the agenda and adjourned at 9:38 a.m.
