Plain City Council approves appointments, plats, appropriation and related motions; waives second reading for supplemental appropriation
Summary

At its Nov. 24 meeting, the Plain City Council approved a series of routine administrative and land‑use actions by unanimous consent.
Appointments and board representation: Council voted to appoint Christopher Thomson and Bryan Adams to the Economic Development Committee for terms beginning Jan. 1, 2026 and expiring Dec. 31, 2028. Council also appointed Development Director Jason Stanford to serve as the mayor’s representative on the Union County Community Improvement Corporation Board of Trustees for a term beginning Jan. 1, 2026 and expiring Dec. 31, 2027. Each appointment was moved, seconded, and approved without recorded opposition.
Land‑use and bonds: Council approved final plats PZ-25-6 (Maren Reserve Subarea C, Phase 3) and PZ-25-7 (Maren Reserve Subarea C, Phase 4). Council also voted to release the performance bonds and accept maintenance bonds for Darby Station Development Phase 3, Parts 2 and 3. Motions on these items were seconded and passed by unanimous consent.
Budget, ordinances and resolutions: On second reading Council approved Ordinance 43-2025 (final appropriations through Dec. 31, 2026) and Ordinance 44-2025 (replacement pages to the codified ordinances). Council approved Resolution 53-2025 authorizing the sale of village property. During the new business portion, Council introduced annexation ordinances 45-2025 and 46-2025 (first reading) related to parcels on Converse Huff Road. Council also moved to waive the second reading of Ordinance 47-2025 (a supplemental appropriation and budget amendments) and then approved the ordinance; the motion to waive and the approval were adopted by unanimous consent.

Council later entered executive session under Ohio Revised Code Section 121.22(G)(2) to consider the purchase of property for public purposes and adjourned at 7:45 p.m.
What’s next: Several first-reading items and resolutions (including campground/rental-rate amendments and wage-scale changes) remain at first reading and will return to future meetings for formal consideration.
