Plain City Council approves PUD rezoning at Cemetery Pike, authorizes state grant application and appoints members to Economic Development Committee

Plain City Council on Nov. 10 approved several formal actions: it adopted Ordinance 42-2025 rezoning approximately 89.21 acres at 0 Cemetery Pike from Darby Township Agricultural (A1) to Planned Unit Development (PUD), approved Resolution 52-2025 authorizing the Village Administrator to apply to the Ohio Department of Natural Resources Land and Water Conservation Fund Program, and appointed Beth Walker (term Jan. 1, 2026–Dec. 31, 2028) and reappointed Chandler Ingle to the Economic Development Committee for the same term period.

Mr. Terry moved to approve Ordinance 42-2025 (seconded by J. Sintz); the motion carried by unanimous voice vote. Mr. Sintz moved to approve Resolution 52-2025 (seconded by T. Harriman); that motion also passed unanimously. Mr. Terry moved to appoint Beth Walker to the Economic Development Committee and Mr. Harriman moved to reappoint Chandler Ingle; both motions passed by unanimous consent.

Clerk Justin Dreier recorded that the Ohio Division of Liquor Control had notified the Village of a transfer request for D-1, D-2 and D-3 permits for Reforma Union LLC (operating Siete Catrines); Council declined to object and no hearing is required. New business first readings were introduced for appropriation and code-replacement ordinances and a resolution to authorize sale of Village property; those items were at first reading and not acted on at this meeting.

Next steps: rezoning and the grant authorization are effective per the Village's ordinances and administrative processes; staff will proceed with the ODNR application under Resolution 52-2025 and the appointed Economic Development Committee members will begin their terms on Jan. 1, 2026.
