Plain City Council approves multiple ordinances, amends committee terms and appoints member

The approvals: Council voted unanimously to adopt Ordinance 38-2025 amending Chapter 1183.12 (fences), approve Ordinance 39-2025 rezoning 57.91 acres at 0 US-42 to Planned Unit Development (PUD), and approve Ordinance 40-2025 rezoning 0.65 acres at 370 N. Chillicothe Street to PUD. The body also approved Resolution 49-2025 (sale of village property), Resolution 50-2025 (disposal of village property no longer needed for public use), and Resolution 51-2025 (transfer and assumption of a Community Reinvestment Area Agreement). Each motion was moved and seconded as recorded and carried "all in favor."
Council also approved the Oct. 13 minutes on a motion by Council member J. Sintz, seconded by Council member A. Lewis; the vote was five yeas with one abstention by Council member T. Harriman.
Committee term amendments: Council voted unanimously on a set of motions changing term expirations for several Parks & Recreation and Tree Commission appointees. Council President M. Terry moved to amend Katie Khoury’s Parks & Recreation term to expire Dec. 31, 2026; similar motions adjusted terms for Justin Giaimo (Dec. 31, 2026), Emily Waldo (Dec. 31, 2027), Sean Bichsel (Dec. 31, 2027), Tim Miklasiewicz (Dec. 31, 2026), Garrett Price (Dec. 31, 2027), and Mary McGrath (Dec. 31, 2027). Each motion was seconded and carried with all in favor.
Appointment: Council appointed Logan Hogrefe to the Personnel & Finance, CIP Committee after a brief discussion about that committee’s lack of defined term lengths. Council President M. Terry moved the appointment; J. Sintz seconded and the motion carried unanimously. Mr. Terry asked staff to research why that committee does not have term limits and whether a policy change is warranted.
What happens next: The approved ordinances and resolutions were adopted as recorded in the minutes. The Personnel & Finance, CIP Committee appointment takes effect per committee rules. The council’s next scheduled meetings and committee reviews were noted during reports, including a tentative first reading of the 2026 budget at the Nov. 10 meeting.
