Surry to use FEMA funds for wharf repairs and accept MEMA engineering study for Cross Road culvert

Pat Kane told the Select Board on May 6 that the town has received $50,000 in FEMA funds to address storm damage at the Town Landing wharf, where undermined rock beneath the structure needs repair. Kane said he has been working with consultant Andrew McCullough and expects a scope of work by the end of the week.
Separately, the board unanimously approved a MEMA contract for an engineering study of the Cross Road/Emerton Brook culvert after discussing site visits from DOT, DEP and DMR in 2023 that identified the culvert as undersized and damaging the marsh and roadway. FEMA has now approved the engineering study so the town may apply through MEMA and, if accepted, use an in-kind match (counting staff and meeting hours) instead of a monetary match.
Chris Stark moved to accept the MEMA contract that includes the in-kind match provision; Pat Kane seconded and the motion passed unanimously. The board directed staff to proceed with the MEMA application and to integrate the study’s scope with pending site work and permitting considerations.
The wharf repair and culvert study both relate to storm damage and resilience planning along town waterways; the board did not authorize construction work at the May 6 meeting but advanced engineering and funding steps.
