The McKinleyville Community Services District board adopted Ordinance 2026‑04 on June 3, enacting updates to the district’s cross‑connection control requirements to align with state regulations and the district’s recently submitted cross‑connection control plan.
Operations director James Henry said the ordinance codifies the plan submitted to the State Water Resources Control Board and implements Title 17 requirements, including a rule that backflow prevention devices be installed above ground. The ordinance also requires RP (reduced pressure) backflow assemblies for any connections that include pressure sewer pumps, improved recordkeeping and public outreach, and designates the district’s expectation to have a certified cross‑connection control specialist on staff.
Board members asked whether public outreach and direct notices to customers with pressure sewer pumps would be part of implementation; staff said they would mail notices to affected customers and perform inspections and case‑by‑case replacements as devices fail. The board approved the ordinance on second reading; it becomes effective July 3, 2026.
