Board authorizes BMX MOU and approves district support for sidewalk grant to senior community project

The McKinleyville Community Services District board on May 6 authorized the board president to execute a memorandum of understanding with McKinleyville BMX and approved staff recommendations to allow Lifeline Humble to list the district as a supporter on a Simpson Family Fund grant application.

BMX MOU: The proposed one‑year memorandum of understanding (with potential board‑approved extensions) clarifies operational roles: McKinleyville BMX (a 501(c)(3)) will coordinate race programming, coaching, USA BMX sanctioning, event operations and some volunteer maintenance; the district retains overall scheduling authority, general facility upkeep and control, and will cover utilities. A supplemental maintenance agreement allows volunteer labor in exchange for credit toward facility fees. The parks committee unanimously recommended the MOU. The board approved the MOU by roll call.

Lifeline Humble grant support: Staff described Lifeline Humble’s Humble Commons senior housing project planned for a 14.66‑acre site off Hiller Avenue (about 109 independent living units; construction targeted 2027–2029). Lifeline requested MCSD be listed as a supporter on a $150,000 Simpson Family Fund grant to help build sidewalks and a bike trail on the property frontage. Staff clarified that MCSD would be a listed supporter only and would not administer the grant; the board approved allowing Lifeline Humble to list MCSD as a supporter.

What’s next: Staff will execute the MOU and return any required follow‑up agreements as the BMX facilities are completed. Staff will also authorize listing the district as a supporter on Lifeline Humble’s grant materials and will communicate any conditions required by the Simpson Family Fund.
