Stone Park public-safety leaders move to replace Norcom with Cook County dispatch pending legal review

Director of Public Safety Chris Pavini told the Village of Stone Park Board of Trustees on Sept. 9 that the police department plans to break from Norcom and move dispatch services to the Cook County Dispatch Center, saying that the change would be more cost-effective and provide real-time call handling.

"Cook County Dispatch is currently using newer equipment, calls coming in are in 'real time'," Pavini said as he described an AGI agreement the village's legal team is reviewing. Mayor Beniamino Mazzulla added that Norcom is privately owned and therefore costs incurred are higher than moving to the county dispatch center.

Two officers introduced at the meeting described operational advantages. Officer Lukasz Sztachelski said he preferred Cook County because the service is "professional, on point," and provides 911 live calls the squad can hear in real time. Officer Ernesto Colon said his prior department used a private dispatch service and implied real-time access was an operational difference.

Pavini characterized the discussions as resulting in a decision by department leadership to pursue Cook County as a replacement for Norcom. He said the village has received an AGI agreement and the legal team is reviewing contract language; the Board did not record a formal vote or take final action on the matter during the Sept. 9 meeting.

Next steps outlined at the meeting are legal review of the agreement and subsequent administrative steps if the village proceeds. No timetable or finalized contract terms were provided at the meeting.
