Bolton PZC continues Notch Road special-permit hearing, approves minutes and elects officers

The Bolton Planning & Zoning Commission on Nov. 18 continued a public hearing on a special-permit application for an excavation business at 1 Notch Road, approved its Oct. 14 minutes, elected officers and reviewed the FY2021/22 budget.
During the public-hearing portion of the meeting, Patrice Carson, AICP, Consulting Director of Community Development, confirmed that the legal notice to continue the hearing for William (Bill) Phillips' application (#PL-20-12) had been posted to the town website on Oct. 28. The applicant, Bill Phillips, asked that the hearing be continued and waived any time limitations to extend the hearing. Carson said she is awaiting a business narrative that describes hours, number of employees and materials to be stockpiled; she also noted there is an owner-signed consent from Manchester Medical Supply, Inc. in the online record.
Citizen Ron Beaudoin asked how the public obtains Zoom access. Staff explained links are sent on request to those who contact the Land Use department; S. Pierog said the First Selectman directed that Zoom identifiers not be published on the website to prevent Zoom-bombing and that staff will verify residency when issuing links. Chairman Adam Teller said agendas should make it clear how to request Zoom information.
Commissioner Thomas Manning moved to continue the public hearing on Phillips' Special Permit (#PL-20-12) to Wednesday, Dec. 9, 2020 at 7:45 p.m. via Zoom, using the Governor's Executive Order extension; Vice Chairman James Cropley seconded. The motion passed 7-0-0.
The commission approved the Oct. 14, 2020 regular-meeting minutes as amended following a motion by James Cropley and second by Arlene Fiano; the minutes were approved 6-0-1 (Davies).
Because of recent elections, the commission elected officers for the coming term. Thomas Manning moved to elect Adam Teller as chairman and James Cropley as vice chairman and secretary. Christopher Davey seconded and both nominees accepted. The recorded votes were 6-0-1 (Teller) for chair and 6-0-1 (Cropley) for vice chair/secretary; both motions passed.
On the FY2021/22 budget, Carson and J. Rupert were asked to present a flat budget. Members noted that a new PZC advertising line item had been created but not used during quarantine and that payroll expenses for recording secretaries continue. By consensus the commission agreed to keep budget categories flat and review the budget narrative at the December meeting; staff will complete the narrative and circulate it for PZC review prior to submittal.
Patrice Carson reported that staff had been in court the prior week on a wetlands matter for Mr. Gramegma's property and that it is not known when the related zoning matter will be scheduled. The commission received correspondence from Manchester regarding a zoning amendment hearing and heard a briefing on statewide planning discussions around racism, planning and zoning; no action was taken on those items.
Chairman Adam Teller adjourned the virtual meeting at 9:02 p.m.
What comes next: The special hearing on 1 Notch Road is scheduled to resume on Dec. 9; staff will circulate the budget narrative for review before submission and will provide the ADU draft to the commission in January.
