Bolton commission delegates review of 310 Hop River Road permit to wetlands agent

Andrew Bushnell of Bushnell Associates LLC and applicant Michael Martin described the project as taking place on roughly 1.7 acres with existing structures. They said the plan calls for renovating a storage shed to square the structure, retaining an existing trailer for office use, removing two old sheds, and using the property to display sheds, fire pits, rough‑sawn lumber and other landscaping or agricultural products for retail. The presenters stated that no activities were proposed inside wetlands.
Commissioner James Loersch recommended delegating the permit to the wetlands agent. Agent Barbara Kelly advised the commission that the proposed work was minimal and did not involve the wetlands; Loersch moved to delegate the permit to Kelly, David Ostafin seconded and the motion passed unanimously. Three members recorded votes in favor.
The delegation means the agent is authorized to carry out technical review and issue any necessary permits or conditions without returning the application to the full commission, consistent with the commission’s routine practice for low‑impact proposals. The commission did not record any conditions or permit text in the minutes; the agent indicated she would inspect the site as part of her review.
The commission’s minutes list Corrine O’Brien as the board clerk; members indicated that the minutes will be subject to approval at a subsequent meeting.
