CCRPC committee approves Act 250 comment letter for Williston childcare conversion

The Chittenden County Regional Planning Commission Joint Executive and Finance Committee on Jan. 3 approved an Act 250 application comment letter for Little Ones University, a proposed retrofit converting an existing 5,000-square-foot general office building at 620 Lawrence Place in Williston into a childcare facility serving 18 teachers and 114 students.
Planning Manager Taylor Newton presented the Act 250 notice included in the meeting packet and provided a screen share. Newton said the CCRPC understands the scope of the hearing requested by Vermont State Colleges / Vermont State University has been narrowed to Criterion 5 (Transportation) and Criterion 9K (Public Investments). Based on information available to CCRPC staff, the development is estimated to add 42 trips to the area during peak hours. Staff found the proposal to be in conformance with the planning areas of the 2018 Chittenden County ECOS Plan (Strategy 6, Action 8), which seeks adequate access to high-quality, affordable early learning and education programs.
Bard Hill moved approval of the Act 250 application letter; Catherine McMains seconded the motion. The committee approved the letter unanimously. Newton noted these comments are based on currently available information and the CCRPC may provide additional comments as the project continues through the Act 250 process.
Next steps: the comment letter will be submitted as the CCRPC’s advice in the Act 250 review; further CCRPC comments are possible as additional project information becomes available.
