CCRPC leaders discuss Open Meeting Law, Act 250 bills and minutes-format AI trial

At the Feb. 7 Executive Committee meeting, Executive Director Charlie Baker briefed members on legislative activity and a staff trial of an AI meeting-summary tool.
Baker highlighted S.55, which concerns Open Meeting Law deliberations for advisory and decision-making bodies, and S.213, which would expand state responsibility for flood plain and river corridor regulation. He also said three Act 250–related bills are moving through different committees and mentioned H.687 and S.308 by name. Baker noted the Senate Committee on Economic Development is working on a housing bill that may include some Act 250 elements.
Members discussed how adverse weather and other factors might limit in-person participation and raised concerns about a proposed 3-acre stormwater rule that could represent an unfunded mandate for small towns and rural areas. Baker also said the Senate Committee on Government Operations is considering a county governance bill intended to make it easier for municipalities to collaborate.
Separately, Baker said staff are testing Zoom’s AI summary tool to shorten time spent on meeting minutes; communications manager Emma Vaughn was assigned to test the tool for this meeting and members agreed to continue testing while ensuring that substantive comments are captured when requested.
Baker also announced a staffing update: Trudy Namubiru will start Feb. 12 as Business Office Manager and will be introduced at the Feb. 17 Board meeting.
