CCRPC moves to formalize Equity Advisory role, review code of conduct and stipend policy

Anne Nelson Stoner, Equity & Engagement Manager, updated the committee on multiple equity initiatives: formalizing the Equity Advisory Committee's role in the CCRPC bylaws, reviewing the Code of Conduct with outside counsel, summarizing ECOS Plan outreach with land use staff, and researching an updated stipend policy to support public participation.
Stoner said staff are also developing a formal process for sponsorships and donations to reduce ad-hoc decision-making. Committee members voiced concern about the current informal process and suggested creating a budget and clearer decision guidelines; Baker noted CCRPC's prior Equity Assessment recommended formalizing sponsorship spending. Stoner said the current annual set-aside for sponsorships and donations is about $13,000.
The committee asked staff to draft clearer criteria and budget guidance for sponsorships and to bring bylaw language regarding the Equity Advisory Committee to a future Executive Committee meeting.
