CCRPC tables third-quarter journal entries after staff outline near‑break‑even finances

Chair Chris Shaw presided over a July 10 meeting of the Chittenden County Regional Planning Commission Joint Finance and Executive Committee where Business Director Forest Cohen reviewed third-quarter finances and proposed shifting MPO match funding from $150,000 of ACCD funds to $100,000.
Cohen said the ACCD funds will be fully expended before the end of the fiscal year and are better used to support regional planning work; municipal dues and MPO funds can be carried over as needed. "The headline for the third quarter financials is that the revenues are exceeding expenses by just under $5,000," Cohen said. Executive Director Charlie Baker and committee members agreed there was no practical downside to the reallocation but asked for bookkeeping checks on the regional match line.
Jacki Murphy and other committee members questioned whether the ACCD funding was recurring; Baker explained ACCD is a recurring grant but cannot be carried forward, whereas dues and MPO funds can be carried over. Jeff Carr asked for a draft profit-and-loss through the end of May and requested an interim update before quarter four to monitor any shortfalls; Cohen said June numbers may not be ready in time but data through May would be provided.
On a procedural motion, Jeff Carr moved to table approval of the third-quarter journal entries to allow more time for review; Bard Hill seconded and the motion carried unanimously. The committee also asked staff to consider a small adjustment to expenditure reporting to track costs of a new supplemental PTO bank.
The committee did not adopt journal entries at the meeting; members requested a follow-up financial packet and bookkeeping verification ahead of the next meeting.
