CCRPC staff to release Act 181 regional land-use map and housing targets by March 17; 2050 mid target about 31,000 units

Chittenden County Regional Planning Commission staff told the Joint Finance and Executive Committee on March 5 that they will release the regional Future Land Use map and municipal housing targets under Act 181 to the public by March 17 at the latest.
Planning Program Director Taylor Newton said staff, along with Darren Schibler and Matthew Needle, will finalize edits and meet with a PAC subcommittee and the Long-Range Planning Committee before bringing the targets and maps to the full PAC. "Provided that there is buy-in from the various committees and that staff can address a hiccup with the software that will display the maps to the public, they will be released along with housing targets sometime early next week, but March 17th at the latest," Newton said.
Newton said the targets will include low, medium and high scenarios for both 2030 and 2050, and cautioned that the 2050 high scenario will be uncomfortable for many municipalities. He said staff are focused on ensuring the 2050 mid regional target is reasonable and noted a regional 2050 mid target of just over 31,000 housing units.
Staff outlined outreach plans including a Regional Housing Convening on April 30 focused on the housing targets, press releases to Board members and municipal officials, and municipal-level engagement on requests to approve Tier 1B areas where development would be exempt from Act 250 review. The regional future land use map and municipal housing targets are expected to come to the Executive Committee for a final vote this summer after engagement is complete.
